THE Department of Social Welfare and Development (DSWD)-Central Visayas clarified that the final list of beneficiaries for the second tranche of assistance under the Social Amelioration Program (SAP) is a result of a more stringent screening process. Leah Quintana, DSWD-Central Visayas information officer, said in an online press briefing Wednesday, September 2, 2020, that before they came up with the final list of beneficiaries for the second tranche, all the names of the first tranche beneficiaries underwent the deduplication process. “Ang ilang pangalan, ato ng gi-banga sa nagkalain-lain nga mga listahan sa mga agencies nga nag implement sab (cash assistance program) sama sa DOLE (Department of Labor and Employment), DA (Department of Agriculture), SSS (Social Security System),” she said. Quintana made the clarification Wednesday, September 2, after receiving inquiries from first tranche beneficiaries who were not anymore eligible for the second tranche of SAP. The DSWD-Central Visayas said as their key partners in the implementation of SAP, the local government units (LGUs) also facilitated the encoding and submission of the complete list of beneficiaries who received the first tranche, including those who are wait-listed/left-out families (or those qualified low-income families in Cebu who were not included and provided with emergency subsidy during the first tranche). The list of beneficiaries had to undergo deduplication and cleaning of the list to ensure that each family will only receive one assistance in various SAP programs, such as from the Dole, SSS, and DA and other national government agencies. The actual deduplication process underwent two levels: the regional deduplication and the inter-regional/national deduplication. Both levels were done at the field office using the application developed by the Information and Communication Technology Management Service. A certified list was generated as basis for the payroll and funding purposes, the Agency said. Quintana also said other reasons can be that the household does not really qualify for the program for they are not low-income earners, while those persons who are also living alone cannot receive the cash under the program as the program is intended for households. She said eligible beneficiaries who have not yet received notifications from the financial service providers for the date and time of the cash distribution for the second tranche are just advised to wait as schedules are made to avoid overcrowding and mass gathering during the payout. She said distribution of the second tranche of SAP, which started last July 25, is still ongoing. As of Wednesday, September 2, the DSWD-Central Visayas has already paid a total of P1,034,220,000 to 86,185 waitlisted household beneficiaries. A total of 242,673 non-Pantawid Pamilyang Pilipino Program beneficiaries in Cebu have also already received their cash aid. This totaled to P1,456,038,000 while of the qualified public utility vehicle drivers endorsed by the Land Transportation Franchising and Regulatory Board-Central Visayas, 1,409 of them have already claimed their cash assistance.
