PAGADIAN CITY: The Regional Center of Western Mindanao

After almost 10 years of moratorium, regional offices in the Zamboanga Peninsula will finally move to Pagadian.
Government regional offices in the Zamboanga Peninsula are now directed to move their offices in Pagadian City from Zamboanga City.
This, after a moratorium for the transfer of regional offices in Pagadian City, has been lifted thru a memorandum circular.
It has been since 1990 when President Cory Aquino issued Executive Order 429, whereas Pagadian City will be the regional center of Western Mindanao while Zamboanga City shall remain the region's commercial and industrial center. But the movement of regional offices did not happen as these offices stayed in Zamboanga City for longer.
It took more than a decade when President Gloria Macapagal-Arroyo issued a Memorandum Circular 75 in November 2004, directing the transfer of regional offices to Pagadian City in accordance with the previous executive order.
Since 2004, only a handful of regional offices has been transferred to Pagadian City while most of these offices remain in Zamboanga City. Ever since there has been a tug of war whether these offices would agree with the executive order or not. And so, a moratorium was imposed, giving these offices in Zamboanga City to stay for longer.
Now that the moratorium has been lifted thru Memorandum Circular No. 78 issued by President Rodrigo Roa Duterte, regional offices are now directed to move in Pagadian City being the regional center for Zamboanga Peninsula.
It is said that there will be a Two-year grace period for these offices to transfer, while the Department of Trade and Industry, the Department of Tourism, and the Department of Labor and Employment will remain in Zamboanga City but must establish their presence in Pagadian City.
